I have never seen those little ones either but I think Trainfanz is right they seem to be Hyper Guardian. Saw some on the I Luv Plakids Facebook page (Yes it is a thing).

I just looked at all the Capsule auctions and could not find these listed as such. The Capsule figures are like the ones pictured below. This is interesting.
