Are you talking about?
  • Copies of commercially available VHS TV episodes
  • Copies of commercially available VHS movies
  • Copies of VHS included with Plarail / Tomy Train / Tomica World / Trackmaster sets

Or something else? If it were the last of these, I'd say yes.

@chrisjo If I do it, it'll be AUS tapes of episodes, if I recall correctly, sadly don't have any plarail content (except the TATMR possibly)

Can anybody recommend any capture cards I could use to record the Tapes?

its used to record video. aka to capture the screen and then have it like filming but inside a TV

well searching "capture card what is it" "allows you to record or stream video and audio from another source" 
meaning that it could be from tv to computer so it can be uploaded to the web 
(not an expert)

its mostly a big brick with a HDMI cable that's connected to the tv and is then transferred 
so a card is what holds the data like a brain
