My guess is that because Tomy presumably produced their own gears they began to produce "funkier" gears that would cost them less than using individual parts like the metal shaft required for that int...

That is Tomy - a mid 80s Plaroad double decker bus http://parlorfleur-pm.com/plaroad.html The Plaroad name was reused for B/O Tomica/Motor Tomica later on.
