I would like to update this thread...Since its posting, Monty has been located and does exist. Also many T'nA Gordons and Henrys have also begun to surface, as have many Donald and Douglas snow plow sets, though no Alfies have been seen at auction in over a year now, while Thumper has also been seen only a few times...AND a front hook Splatter has been ID'ed.
I am rating these based solely on my own personal experiences over the last six years of collecting, and acquired information and observations of the auction markets, and of other collections.
So I am re-ranking these rarest Thomas Characters as:
1.) Monty (non-motorized) *8
2.) Alfie *0
3.) Thumper (non-motorized) *4
4.) T'nA Henry/T'nA Gordon (tie) *5 each
5.) Front hook Splatter (non-motorized) *1

(*)numbers I have seen in the last year.

6. American T'nA James (*3)**
7. Thumper (*3)
8. D&D snow plow set (*4)
9. Monty (*5)
10. Front hook Splatter (*5)
(*) These are the updated numbers I have seen strictly in the last year of 2016- to present)
(**) Added since 2016

Though the T'nA Gordon and Henry are still considered rare, I have seen too many to keep them on this list.
