I haven't seen such a set before either Dr Chris. What seems unusual, at least for me, is that its a Tomica World Road and Rail apparently released in a language other than English. And this set doesn't have the usual four digit number associated with a Tomica World Road and Rail set. I also don't remember seeing the 300X in any set other than by itself released in 1995. And this set doesn't have the usual four digit number associated with a Tomica World Road and Rail set.

Yes, the number is 4774, whereas nearly all Tomica World items are 74xx or 75xx. However, I have previously come across the following oddities as well. There are probably more?:
4763 Percy & Bulgy Set
4765 Thomas & Terence Deluxe Action Set
4792 Talk 'N Action Magic Rail Thomas
4820 1st Avenue Set

Definitely not seen this one before. Even if you type Tomica World Ref 4774 on the internet, no search results. Definitely blue boxes like these are too hard to find...
This might have been only released in the European continent.
