Ok, here goes. Double checked with friends/relative in Japan as well. Basically it says:

"Congratulations on your luck!"

Dear valued customer,
I am joyfully convinced that you are doing very well.
Thank you very much indeed for buying and loving our company TOMY's products.
At this time, thank you very much for applying to the "Plarail Thomas-fest".
After careful consideration, you were selected for this event.
So, we have sent the prize "Golden Thomas" to you. We are glad if you like it.
(金ピカ is the slang to emphasize "golden")
I appreciate your continued support.

Sincerely

November, 1997

TOMY Co., Ltd
(TakaraTomy now but back then, it was only TOMY)

Hope that helps. Don't know much about Thomas train stuff

Thanks Shimakaze

The Golden Thomas could quite possibly be the rarest train Tomy ever made.

Is Shimakaze the anime character?

Does my translation make sense? It seems to be something that comes along with a special prize.

Shimakaze is the last high speed train I rode in while in Japan. Obviously I took local trains and the Shinkansen but I was amazed with the shimakaze. All leather, free wifi, huge automated seats, etc.

Ah, now I see, and I am familiar with the Plarail model. So its like a luxury train?

Glad it helped.

Yes, shimakaze is not a local line train that comes and stops at every station. It is a faster high speed rail for longer distances but not as fast as the Shinkansen (bullet trains). I was just impressed by the standard luxury of the train: big leather seats, etc!
