Never Before Seen...By Me

I haven't seen these scenic Plarail/Tomy pieces before. I assumed that because they have the nubs (Lego like) that they are from the very first Tomy train sets but the label doesn't show any of the earlier Logo's except for the rounded, red Tomy 1981-2000

Has anyone any information or have seen these before?
