Two Ebay UK listings. Ignore the descriptions.

First is a Thomas and Bertie set

Hello chris,

This looks quite similar to those old Hornby clockwork sets. Although those had normal Hornby track rather than this plastic track. The second listing does have Hornby in the name aswell.
