Ah, very good detective work! And now this explains why I have one of the refrigerated box cars....
Because I have that darn set!
I had thought mine came from the C12 50th anniversary set because I had totally forgotten about the three train set that I bought several years ago!

Excellent research Dr Chris. I had no idea they were available in a set other than the C-12. I have seen this set many, many times but never knew the refrigeration car was part of it probably because you couldn't see it on the front of the box.
