Unless I missed something I didn't see any news of a new licensing agreement for Tomy to make Thomas brand toys after there current contract expires in the article you linked to or am I just daft and overlooked it?

I don't see anything anywhere in a Google search for what has been talked about. The closest I ever got was mentions of Mattel having a global marketing campaign for the 70th, which has mostly been events, exclusive YouTube content, and how new episodes, DVDs, and specials have been distributed.
I see what you mean now. There probably wont be any kind of official announcement from Mattel stating anything about letting the license with Tomy expire. Some kind of official statement from either of the parties would be appreciated though.
